Key terms and definitions used throughout the handbook. This page will grow as the handbook develops.
Caucus — A neighborhood meeting of registered Republicans held every two years to elect delegates to the party convention and precinct officers.
Caucus-Convention System — The process by which Utah Republicans nominate candidates through neighborhood caucuses and county/state conventions rather than through direct primaries alone.
Central Committee — The governing body of the Utah County Republican Party, made up of elected precinct officers and party leadership.
Certified Tax Rate — The property tax rate that would generate the same revenue as the prior year. Any rate above this requires a public hearing.
Delegate — A registered Republican elected at their neighborhood caucus to represent their precinct at the county and/or state convention.
HD (House District) — A geographic district represented by one member of the Utah House of Representatives. Utah County contains 16 House Districts.
LCC (Legislative Coordinating Committee) — A committee structure within UCRP that coordinates between the party and elected legislators.
LPPSD (Lone Peak Public Safety District) — The joint public safety district serving Alpine and Highland cities.
Party Platform — The official statement of principles and policy positions adopted by the Utah County Republican Party. Delegates vote to adopt or amend it at the organizing convention.
PID (Public Infrastructure District) — A special taxing district that allows developers to levy taxes on property owners, often without a direct resident vote.
Precinct — The smallest geographic unit of party organization. Each precinct elects a precinct chair and vice chair at caucus.
Precinct Chair — An elected party officer responsible for organizing their precinct, communicating party information to neighbors, and running the caucus meeting.
SB54 — Utah Senate Bill 54 (2014), which created a dual-track nomination system allowing candidates to bypass the caucus-convention system by gathering signatures.
TIF (Tax Increment Financing) — A public financing method that uses future increases in property tax revenue to subsidize development, often without direct voter approval.
UCRP — Utah County Republican Party.
